OTA Member Forum – DVA Update
This free Member Forum will include a presentation by staff from the Department of Veterans Affairs (DVA) on recent changes impacting allied health DVA providers and work to implement the Recommendations of the Royal Commission into Defence and Veteran Suicide.
Program Overview
This November OTA is hosting a free Member Forum to update members on recent reforms in the Veterans space including the implementation of the recommendations of the Royal Commission into Defence and Veteran suicide.
We are very fortunate to have Ingrid Penberthy, Director, Health Policy Division, and Jessica Stott, Senior Allied Health Officer, Chief Health Officer Division, both from the Department of Veterans Affairs, who will present to members on the Department’s progress implementing some of the Commission’s key recommendations relating to allied health, and other relevant updates for allied health providers.
We will also ask our DVA presenters to answer members’ questions at the end of the forum. Members are invited to supply any questions ahead of the session by 18th November to policy@otaus.com.au for us to ask our DVA presenters during a Q and A section.
Join us for this one hour members-only event with OTA’s Chief Occupational Therapist Michelle Oliver, and staff from the OTA Policy and Advocacy team.

Michelle Oliver
Chief Occupational Therapist
Michelle is a passionate and focused occupational therapist with extensive experience within clinical and professional leadership roles. Serving as the Chief Occupational Therapist at OTA, Michelle is responsible for driving excellence in the occupational therapy profession. In this capacity, Michelle provides strategic direction and clinical leadership to enhance OTA's strategic positioning and influence within the health, disability and aged care sectors.
Ingrid Penberthy
Director, Health Policy, DVA
Ingrid Penberthy is the Director, Health Policy in the Health and Wellbeing Policy Branch at the Department of Veterans’ Affairs. Ingrid’s team has responsibility for managing policy for the provision of health services to veterans under DVA’s Veteran Card arrangements including medical, allied health and pharmaceutical services. This includes management of the DVA Notes for Providers and associated fee schedules. Ingrid has been in this role since September 2024. Ingrid has more than 20 years' experience working in a range of health and social policy roles for the Australian Government including primary care, aged care and the NDIS. Ingrid is an Occupational Therapist by profession completing her undergraduate training at the University of Queensland. During her clinical years, amongst a range of other roles, Ingrid worked as a private provider for DVA.
Jessica Stott
Senior Allied Health Officer, Chief Health Officer Division, DVA
Jessica Stott is the Senior Allied Health Officer in the Chief Health Officer Division (Health Branch) at the Department of Veterans’ Affairs. The Health Branch provides expert clinical leadership on health treatment and is responsible for ensuring that DVA health benefits and services are informed by clinical best practice. Jessica is responsible for the clinical leadership and management oversight of the contracted allied health, physical therapies, occupational therapy and nursing teams. This role also includes contributing to developing and improving DVA processes and policies for allied health and identifying strategies, innovative solutions and reform opportunities to address complex operational challenges. Jessica is a speech pathologist with over 20 years of expertise in clinical practice, allied health leadership and management within public health, disability and compensable injury sectors. Jessica is dedicated to system improvements, improving access to healthcare and developing strategic partnerships.
